German chancellor asked China to use ties with Moscow to end war in Ukraine

German Chancellor Olaf Scholz said he called on Beijing to use its influence on Russia to halt Moscow's invasion of Ukraine.

“Now it is important to avoid a frozen conflict," Scholz said during a joint press conference with China's premier Li Qiang on Tuesday in Berlin.

“It is important that China continues not to supply weapons to the aggressor," Scholz said, adding that a ban of nuclear weapons was important.

Earlier this year, Western officials flagged concerns that Beijing could be considering bolstering Russia's military with lethal aid, an allegation refuted by Chinese officials.

Scholz and Li will continue the bilateral government consultations Tuesday afternoon with German Economy Minister Robert Habeck and Zheng Shanjie, China's chairman of the National Development and Reform Commission at the economic forum.

In 2022, China was Germany's most important trading partner for the seventh time, according to the Federal Statistical Office.

At least 79 people drown after migrant boat sinks off Greek coast

At least 79 people died after a migrant boat carrying hundreds of people sank off the Greek coast in the early hours of Wednesday, that country’s Coast Guard said.

A total of 104 migrants who were traveling on the boat have since been rescued from the water and transferred to the city of Kalamata. The coast guard said the search and rescue operation will stop once it’s dark in the area and will continue with the first light of day tomorrow.

It is unclear how many people were on board the ship when it went under. Survivors say there could have been as many as 750 passengers.

“We fear that the number of dead will rise significantly,” a spokesperson for Peloponnese prefect Panagiotis Nikas said.

The International Organization for Migration (IOM) earlier tweeted that it believed that there were “up to 400 people” onboard.

UN chief Antonio Guterres referred to the shipwreck as “horrific” in a post on Twitter, adding: “As I’ve said before - every person searching for a better life deserves safety dignity.”

State broadcaster ERT, citing initial information from authorities, said the boat had sailed from Tobruk, in Libya.

The NGO Alarm Phone said it first received a call from the boat Tuesday afternoon and that it was “difficult to communicate with the distressed,” who said that they could not survive the night.

Those on board said the captain left the vessel three hours after the first distress call was made and passengers were in need of food and water, accoring to Alarm Phone.

A merchant vessel is said to have provided the boat with water at around 8pm local time on Tuesday evening.

An ‘unprecedented drought’ is affecting the Panama Canal. El Niño could make it worse.

An “unprecedented drought” is affecting the Panama Canal’s water supply and leading authorities to impose surcharges and weight limits on ships traversing the key global trade route, according to the Panama Canal Authority.

Ships move through the Panama Canal through a lock system, which uses water from several freshwater reservoirs to float the massive cargo vessels overland.

But Panama is currently gripped by drought, and water levels at least one of those reservoirs – Gatun Lake – are dropping.

Lake levels are forecasted to hit historic lows in July, prompting authorities to implement water saving measures as well imposing strict draft restrictions, which is the distance between the waterline and the lowest point of the hull, in the last few months.

The lake’s dwindling water also supplies the nearby region, including Panama City.

“The climatic emergency decreed by the Panamanian National Government reinforces what the Panama Canal has been stating regarding the reality of a shortage of fresh water,” the statement read.

Much of Central America, including Panama, has been in significant drought in recent months. But the start of El Niño “could worsen” conditions, the Panama Canal authority also warned.

El Niño, a natural phenomenon in the tropical Pacific Ocean, typically brings warmer-than-average temperatures. This year, El Niño is expected to increase global temperatures, and could push 2023 or 2024 to be the warmest year on record.

The Panama Canal is a vital conduit for shipping between the Pacific and Atlantic oceans, helping vessels bypass the treacherous journey around the tip of South America, known as Cape Horn, as they largely move goods and commodities from Asia to ports on the United States’ east coast.

The canal was built from 1904 to 1914 by the United States, which had sole control over the channel across the Panamanian isthmus until 1979. The Panamanian government fully took control of the channel at the end of 1999.

Regional neighbors have sought opportunities to compete with the lucrative Panama Canal.

Nicaragua in 2014 announced the start of work on a multi-billion dollar shipping canal that aimed to rival Panama’s waterway – which has yet to materialize.

And this year, the Mexican government announced a plan to develop a corridor straddling a narrow isthmus in southern Mexico. Dubbed the Interoceanic Corridor, the plan would include a freight rail train stretching from the Pacific to the Gulf of Mexico.

A soldier’s hidden identity shines a light on troubled history of Crimea’s Tatars

When Viktor Shevchenko was called forward to receive his medal from President Volodymyr Zelensky at a special ceremony in Kyiv earlier this year, his appearance seemed to come as a surprise to the Ukrainian leader.

It was not the neck gaiter Shevchenko was wearing, pulled up to cover his nose and mouth, though that certainly made him stand out from the rest of the two dozen men present. Instead, it was his darker skin tone, dark brown eyes and jet-black hair.

“Are you really Viktor Shevchenko, or are you collecting a medal on behalf of someone else?” Zelensky asked.

Shevchenko muttered his answer through the face scarf, but his voice was muffled, and the president failed to catch his reply.

Shevchenko tried again a bit louder.

This time, Zelensky understood.

He was the right soldier, but Viktor Shevchenko was not his real name.

Shevchenko laughed as he recalled the episode over lunch at a Crimean Tatar restaurant in Kyiv, and said the president was apologetic as soon as the penny dropped.

“He could see I was Tatar, that I wasn’t Slavic. I told him my parents are still in Crimea and he immediately understood,” he told us over a meal of traditional lamb chebureki, or fried turnovers seasoned with pepper, and dumplings.

He chose the name Shevchenko carefully, he said, to sound as un-Tatar as possible.

His parents, still living in the Russian-occupied peninsula, could expect to receive a knock on the door in the middle of the night if he had given his real name. Even a different, Tatar-sounding, name could have caused trouble if another family had been harassed through mistaken identity.

The history of the Crimean Tatars has taught them to tread carefully. Periods of persecution and exodus, mainly at Russian hands, have characterized the Muslim ethnic minority’s story from at least as far back as 1783, when Russian Empress Catherine the Great annexed Crimea after wresting it from the Ottoman empire. Many Tatars fled.

On May 18, 1944, Soviet leader Joseph Stalin ordered their community’s mass expulsion following the Red Army’s recapture of Crimea from Hitler’s Wehrmacht. The Crimean Tatars were accused of collaborating with the Nazis and were taken off in cattle trucks to the Ural Mountains and to Uzbekistan, thousands of kilometers away.

The lucky ones were tipped off by friends, and had a few hours to grab their Qurans and a few other belongings; the rest were caught by surprise and bundled out of their homes in the middle of the night.

In all, historians and official Ukrainian figures put the number deported at more than 200,000, of whom roughly 40% are believed to have died – either during the forced journey east or within the first year of exile – mostly through disease, hunger or thirst.

It was only during the final years of the Soviet Union in the late 1980s and then into the 1990s as Ukraine achieved independence that Crimean Tatars, Shevchenko’s parents among them, were allowed to return. Within two decades, official census figures show, their number had reached almost a quarter of a million – about 10% of the territory’s population.
